ABSTRACT
Waqaf Management System (WMS) was proposed to channel the donated money from the users who are voluntary to donate for charity purpose to the legitimate institutions. Nowadays there are many ways to donate money for charity such as put money inside coffers in the mosques, meet with poor people, made donations at the Islamic department and etc. However, it is quite difficult for people with a busy schedule and limited time to do so. Thus, I came out to develop a system in web-based environment. In WMS, institutions that will be donated will be listed and selected based on decisions resulting from the inclination of the selected fields. For this solution, the rule based technique has been implemented to help user determine which institutes to be chosen based on criteria they desire. This will avoid from showing the long listed of institutions that will cause user to overlook the institution that on the last of the lists. It is hoped that WMS is able to give the great contribution to the institutions that in need especially to institutions of Muslim welfare.
INTRODUCTION
Waqaf is issuing property for specified uses of its benefits by certain parties. Waqaf properties is the thing either moving or stationary objects. Held in stationary can be land, title on the house, or title on the home stack while held in moving can be the money. For people who are busy working and have limited time, it is a problem to them to do it with the existing procedures that take a longer time. Donating money is an appropriate way as waqaf because with money the parties can achieve the objectives more effectively. Money can be used for many purposes, for example in the project to develop the madrasah, buy necessities for flood victims, education funds to needy students and other purposes.
Waqaf Management System was proposed to allow everyone to issuing their property in the form of money as waqaf using online transaction with ease. This system uses a web-based design that can be accessed at anywhere any time. The interface design is user friendly which is suitable for all users so that they can easily understand how to use it even for the first time. Users need to register before they able to use this system. Money that would be donated to which particular institutions can be determined based on criteria to be selected by the user. After successful transaction, transaction detail will be recorded and can be referred to by the user later.
This system has a rule-based technique applied to determine the institutions that will be proposed for donate based on criteria selected, for example education, madrasah, orphans, poor, social welfare activities etc. This technique will help system produce results more accurate in identifying which institutions based on relevant criteria desired. In facts, it is a flexible system in accordance with the users who are busy working but want to waqaf a part of their properties for the goods.

- To design a system using web based environment
- To develop a system that allow user to do cash waqaf with online transaction.
- To evaluate the functionalities of the system either it able to fulfil the requirement of the specified user.

Waqaf Management System will be a starter for a better system in future that able to help management of waqaf in Malaysia through online system.
